Release templates (#4226)
* add creation of release templates to ci and update guide

* touchups to markdown

* correct create release property

* correctly set fetch-depth and release body

Pre-compiled binaries we serve:

We are also packaged in Arch Linux's official community repository, courtesy of @FFY00
General linux support is available via a flatpak package (Flathub)
